Council gives Edwards positive review

The Terrell City Council has extended City Manager Torry Edwards’ contract. On the heels of Edwards’ positive performance review, the City Council authorized Mayor Hal Richards to offer Edwards an extension to his contract. Originally the contract was to run though August of 2010, but the Council decided to extend the employment contract until Dec. 31, 2011. The outcome was the result of the Council’s wish to provide continuity in city administration and to give Edwards time to more fully implement the Council’s goals and objectives.
Richards expressed his approval of the Council’s actions, “We felt like this represents a mutual commitment from him to the city and from the city to him.”
Edwards expressed his pleasure with the vote of confidence conferred on him by City Council.
“I am fortunate to work under the leadership of this Mayor and Council.” He went on to say, “I am committed to the City of Terrell, my family is committed to Terrell.”
Edwards was offered a contract extension after only one year as city manager. Edwards joined the city as assistant city manager in April of 2002 and was promoted to city manager in August 2007.
The City Council acknowledged its confidence in Edwards to lead the city based on results obtained under his leadership. Some of the projects Edwards improved or implemented to meet the Council’s objectives were more stringent enforcement of current city codes as well as introduction of additional ordinances related to the Council’s commitment to keeping the city clean. He also solidified a team of employees, filling all executive vacancies. A hallmark of Edwards’ leadership style is his ability to forge relationships and partnerships with other entities, citizens, the faith community, Terrell ISD, Kaufman County, Terrell Chamber of Commerce, outside government agencies, developers, and international business leaders.
City employees who work under his leadership, credit him for his ability to reach out to the community. He authorized the creation of Terrell Citizen’s University to educate citizens on the inner workings of city government, to provide accurate information about the city and its programs and showcase opportunities and initiatives throughout the city. He also was instrumental in the formation of the Mayor’s Youth Advisory Commission, introducing youth to local government.
“I specifically want to thank the staff for all of their hard work and commitment to service to the citizens of Terrell.” Edwards said.
When asked about his priorities, Edwards said, “My goal is to bring a high level of professionalism and customer service to the citizens.”
Throughout the year he was honored by his peers with a series of recognitions of his professional expertise. His academic paper on sustainable growth in rural cities though negotiations with developers was printed in “Public Works Management & Policy” for distribution internationally.
The Washington D.C.-based National Association of Schools of Public Affairs and Administration (NASPAA) tapped him to provide site review and recommendations on accreditation of the public administration programs at selected universities throughout the United States. He has been a long-time member of International City/County Management Association (ICMA) whose mission is to advance the professionalism and ethics of Public Administration. He also sits on the Board of Trustees of Jarvis Christian College in Hawkins.
For Edwards, city business comes before all of the honors, but the invitations and awards reflect positively on the city and validates the City Council’s confidence in his ability to implement their policies and programs.
Edwards is married to Cheryl, who is executive director of a non-profit in Dallas. They have one daughter, Toriana, who attends public schools in Terrell. The Edwards family are active members of Bethlehem Baptist Church in Terrell.
