Council OKs hospital advisory board

Terrell City Council members passed an ordinance last night to form a group they hope will be their eyes and ears at Renaissance Hospital, a city-owned medical facility that is under new management for the fifth time in nearly as many years.
City leaders said though the hospital’s name remains unchanged, they already see a difference in the early stages of a new contract with RH Terrell Management, LLC, a corporation formed by Dr. Tariq Mahmood, who took over the facility after the prior administrator went bankrupt.
The newly-formed Hospital Advisory Board will be made up of five members appointed by council to provide oversight and make recommendations to improve hospital care and services. The group also will receive monthly status reports, help create patient and employee surveys and review their results. Carol Holland, the city’s human resources director, has agreed to serve as a liaison to the board to ensure it functions properly.
Documents show that working with the board, providing reports and sharing comments about services is a requirement stipulated in the 10-year lease agreement between the city and RH Terrell.
According to the contract the rent charged is $1,000 per month, but in it’s second year “shall increase $1,000 per month per year until the rent equals $10,000 per month.” The administrators also will need to prove they are investing $2 million dollars or more for medical technology improvements, equipment and renovations within the first five years of the lease.
During deliberations, each council member said he had at least one person in mind to seat the board. Councilman Tommy Spencer suggested the names of three individuals he said are interested in serving on the board again. Council decided to nominate prospective members in January and anticipates the first meeting to be held in February.
Assistant City Attorney Shumpert said unlike other city boards, members need not be residents of Terrell since the hospital serves other Kaufman County communities.
Renaissance Hospital, 100-plus bed acute care facility, is located at 1551 State Highway 34.
