The Terrell City Council discussed the Parks and Downtown Improvement Corporation, PADIC, bylaws and board membership during the Terrell City Council meeting on June 18.
The purpose of PADIC is to provide capital improvements to public parks and the downtown area in Terrell by promoting, assisting and enhancing park and downtown development activities for Terrell.
This was a discussion and the Terrell City Council did not take any action on the PADIC bylaws and board membership. The PADIC bylaws and board membership will be voted on during a later date.
As of now the PADIC board will be composed of seven directors that will be selected based on interest in the work of the Corporation, special expertise and civic service. All directors must be residents of the City of Terrell. On the PADIC board, Place 1 will be the City Council liaison, Place 2 will be the Church of non-profit organization, Place 3 will be a Parks Volunteer, Place 4 will be a Parks Volunteer, Place 5 will be Downtown Business community, Place 6 will be Downtown Business community and Place 7 will be a Financial Specialist.
The Chairman of the Board of Directors of the Terrell Economic Development Corporation of his/her designee and the Chairman of the Terrell Park Board shall serve as non-voting ex-officio directors.
The PADIC board will have a President, Secretary and Vice President. The regular meetings will meet at least ten times each calendar year.
The Terrell City Council will vote on who to place on the PADIC board and when to place a member of the PADIC board on a later date.
“We have this in front of you not because we need you to vote on it tonight but because we wanted everybody to be on the same page, everybody get a chance to see this and ask questions about,” Interim Terrell City Manager, Mike Sims said regarding the PADIC bylaws and board membership.

Jack Jones submitted his resignation to the Terrell Economic Development Corporation Board of Directors. The Terrell City Council approved Charles Whitaker to take his place on the Terrell Economic Development Corporation Board of Directors. Originally, Jones’ position on the EDC board was as a representative from the Terrell City Council so a representative from the Terrell City Council was needed to sit on the EDC board. Whitaker is a Terrell City Council member for place District Place 4.
